The Hudson Water Utility was established more than 100 years ago, comprised of a 5 Member Commission, non-political in nature, allowing it to stay focused on the long term goals of: High Quality Water delivered at Low Rates. It is regulated by the Wisconsin Public Service Commission, independent of any taxpayer funds, and is self-sustaining through customer rate and impact fees.
Because rates were increasing every few years, in the early 90’s, a new concept was instituted by the Hudson Water Utility called “Impact Fees”. At that time, there were no communities in Wisconsin, let alone few in the nation, that had them. Implementing this “New Concept”, permitted the Utility to charge all NEW customers connecting to the system a connection (Impact) fee. This fee allowed the Utility to build up reserve funds for future expansion of infrastructure (Towers /Treatment Plants/Wells) without increasing rates on existing customers. The thought was, if we needed more capital structure, new users should pay for it! Today you might say it only makes sense, but then, it was innovative and forward thinking. Because Impact Fees were instituted, the Utility has not had to increase rates since 1995. Yet since that time, wells, treatment plants and towers have been built, with No increase in rates, and No cost to the existing customer base. Hudson was, and still is, a shining example throughout the state of what can be done to keep rates low, build capacity, and still be in great financial shape!
While a lot has changed over the past 100 plus years, the focus of Hudson Water Utility mission has not. It is committed to providing its customers with clean, high-quality water that meets or exceeds all state and federal standards.
